It was never designed to be a stimulus package. It is obviously pay back to all the far left radical orginizations like unions and ACORN that helped get Obama elected.
It will exponentially expand government by giving "jobs" to people funded by the government which will lead to corruption on a major scale. The government will give contracts to lobbyers and people will become more and more dependent on the government for their source of income.
