I heard that you have to pay back the refund in future taxes is this right?

    No you don't have to pay it back at all.

    Basically this rebate is an advance on a credit for next year's taxes. If you are eligible this year and receive the full amount, then the credit is offset on your 2008 taxes. If you are not eligible this year, but become eligible next year, then you will receive the rebate based off of your 2008 taxes. You don't have to pay it back next year, nor is your possible refund reduced by the amount you receive.
