What has happened to the hundreds of BILLIONS in the Economic Stimulus Package?

I haven’t see any effect on helping the economy or I know of nobody that it has helped.
That small tax break in people’s paychecks are being offset by new higher taxes imposed by the Federal, State and Local governments to make up for budget shortfalls so people are bringing home less now than before.
