what mortgage lender will lend me 95% mortgage on a 4th floor flat in a block of 13 floors?

I am a first time buyer – the vendor is going to give me my 5% deposit as he needs to go as soon as possible to Europe. I have a mortgage agreed in principle with Northern Rock but they wont lend on blocks of flats above 5 high.

Our incomes are 30k and we have no debts or credit.

I have spoken to a few mortgage brokers but they are unable to find anyone
